Daxing District boasts the advantage of overlapping benefits from a "multi-tiered" policy mix at both national and municipal levels. It is the only region in China that simultaneously enjoys the preferential policies of free trade zones spanning two provinces/municipalities. Additionally, it is entitled to a host of major national policies, including those for the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Sector, the Comprehensive Bonded Zone, and the Zhongguancun National Independent Innovation Demonstration Zone. Among these supportive measures, the Beijing Municipal Government provides enterprises with full-spectrum policy support covering targeted industrial incentives, financial credit empowerment, talent service guarantees, and scientific and technological innovation rewards.
Industrial Policies of Daxing District
Currently, Daxing District is optimizing and upgrading its existing industrial policies. The new policy framework will achieve "dual improvements" in both support intensity and coverage scope, outperforming the previous version across the board. Daxing's current policies are highly focused on key industries, offering preferential treatment to enterprises along critical industrial chains. A comprehensive suite of special support policies has been rolled out, covering strategic sectors including medical and health care, hydrogen energy, commercial aerospace, digital economy, technological innovation, and talent development. These policies are characterized by substantial support strength and broad coverage.
To foster industrial agglomeration, Daxing has established a dynamic "1+N" policy system, with the Guidelines for Promoting High-Quality Industrial Development as the core and specialized incentives for key fields as supplements. Notably, the district has upgraded policies such as the "Hydrogen Energy Ten Measures 3.0" and measures supporting the biomedical industry, which have effectively boosted the formation of industrial clusters. By integrating national and municipal policy dividends, these initiatives aim to attract high-end resources and drive the high-quality development of emerging industries.
